Ronald J. Balacko, Q.C.


Ron received his Bachelor of Arts Degree in 1970, Bachelor of Commerce (Honours) Degree in 1972 and his LL.B. in 1975, all from the University of Manitoba. He articled with the Milliken and Rusnak law firm and was admitted to the bar in Saskatchewan in 1976.

He has been a partner of the Rusnak Balacko Kachur Rusnak law firm since 1978. Ron has appeared before all courts in Saskatchewan and Manitoba including the Provincial Court, Court of Queen’s Bench and Court of Appeal. He has appeared in the Tax Court of Canada and the Supreme Court of Canada. He was appointed Queen's Counsel in 2011.

Ron was one of the founding members the Saskatchewan Trial Lawyers Association and is a member of the American Association for Justice (formerly American Trial Lawyers Association). He has taught law classes offered by the Parkland College and Public Legal Education Association. He is a past president of the Yorkton Chamber of Commerce and the Yorkton Rotary Club.

Wayne M. Rusnak, Q.C.

Wayne received his Bachelor of Laws degree from the University of Saskatchewan in 1972. He worked for the Grotsky Milliken Law Firm as a summer student in 1970 and 1971, and then did his articles with the Milliken & Plosz Law Firm in 1972 and 1973. He joined the firm as an Associate in 1973with Milliken & Plosz Law Firm in 1973, and became a partner in Milliken & Rusnak in 1974. Since 1978 he has been a partner in Rusnak Balacko Kachur Rusnak.

Wayne has been a volunteer lecturer  for Public Legal Education  Association, the solicitor for the Yorkton  Terriers, and a speaker at many conferences. He is a past Director of Saskatchewan  Trial Lawyers Association and the York Lake Regional Park Authority, and was a seminar leader of the Canada  Student Leadership Conference. 

Wayne was appointed City solicitor for City of Yorkton in 1978, and still serves in that capacity. He was appointed Queen's Counsel in 2008. Wayne has been involved in civil litigation since 1973, including personal injury claims, family law, medical malpractice, wrongful dismissal, product liability, wrongful death and contractual disputes. He has appeared in courts at all levels in Saskatchewan, and at the Supreme Court of Canada.

David K. Rusnak, Q.C.

David received his Bachelor of Arts with a major in Economics in 1979, and his Bachelor of Laws in 1981, both from the University of Saskatchewan. He articled with Rusnak Balacko Kachur in 1981 and 1982, and was an associate of the firm from 1982 to 1987. He became a partner in 1987. David was named Queen's Counsel in 2015.

He has a general practice of law with a significant focus on litigation, conducting Federal prosecutions  as a standing agent, criminal defence, corporate/commercial, personal injury  and family law, trials  and appeals. He has appeared in Provincial Court and the Court of Queen's Bench in both Manitoba and Saskatchewan and the Court of Appeal in Saskatchewan.

David served on the Yorkton Public School Board for nine years as a trustee and chair. He is a past President of the Yorkton Rotary Club, past Secretary for the Parkland Shrine, served as a Board member for the Westview  United Church and is a founding member  of Yorkton Sports Hall of Fame. David has been a lecturer at the Parkland College, instructing a second year business law class for over eight years. David has also lectured at the Gabriel Dumont Institute and has presented at numerous seminars for the advancement of legal education  in Yorkton and area. David is currently  serving in his second term as Bencher for the East Central Region.

Randy P. Kachur, Q.C.

Randy graduated from the University of Saskatchewan College of Law in 1978. He articled to former Queen's Bench Justice James D. Milliken and Wayne M. Rusnak, Q.C., and has been engaged in the private practice of law in Yorkton since 1979. He is a partner with the law firm since January 1983. He was named Queen's Counsel in 2013.

Randy is engaged in the general practice of law with primary emphasis on civil litigation and labour relations. He has appeared as counsel in all levels of court, including Provincial Court, Court of Queen's Bench, Saskatchewan Court of Appeal and Supreme Court of Canada, and courts in Manitoba. He has acted as counsel before various administrative boards and tribunals, including Saskatchewan Labour Relations Board, Saskatchewan Human Rights Commission, Pension Appeals Board and adjudications pursuant to The Labour Standards Act and the Canada Labour Code. He has acted as counsel before and sat as arbitrator on boards of arbitration.


Randy is a SaskTel board member, is a past executive member of the Yorkton & District Chamber of Commerce, Yorkton Curling Club, Yorkton Sunrise Lions Club, Yorkton Minor Sports Association and Yorkton Cardinals Baseball Club.
